'It's a pitch corrector. It allows you to trigger certain parts of certain notes that may be off key and put then on key. You can also try to recreate the talk-box effect with it by using "the T-Pain effects" which are the relaxed settings, it gives you a warble, you will need to have the vocals on key for the effect to sound correct.'
